I believe the interface for EXS24 is pretty similar between Logic 8 and 9... I've not any issue with this.
First please can you tell me the exact name of the tutorial you have.
Second, have you clicked on the Edit button in the EXS24 to open the Sampler Instrument Editor?
Within the Sampler Instrument window you can choose from the View window to see more parameters.
Click on the name of the sample. Choose to edit in the Sample Editor. Here you have all the same ability to edit the loop points.
As for the Apple Loops Utility... You can find this in the Applications/Utilites folder and create Apple loops there... what is the problem you are having creating apple loops?
