Maybe, maybe not—that's really something that should be checked before upgrading to Catalina, which still has issues with *a lot* of software & hardware!
AFAICT, Steinberg seems to have licensing software that specs 10.15 (Catalina) compatibility, but it looks like the drivers for the RT2 interface may not be Catalina-compatible until late February. Check out the following Steinberg support pages, but I'd suggest calling them directly to learn the most up-to-date status for your gear.

The most recent version of GarageBand should be (mostly) compatible with Catalina, but users are still reporting a variety of issues with Catalina and all sorts of audio/video applications—even Apple applications, like GB, Logic, and FCPX—so no promises. For future reference, most music/audio users wait around 6 months or so (or even much longer!) before updating to a new OS version, especially one with such significant under-the-hood changes as Catalina. And aways check compatibility with *all* music software (DAWs, etc), hardware (drivers), and plug-ins prior to upgrading.
