You should go for Picasa. Also I am looking for a best camera for Instagram. I found a few on this website https://www.azonvisor.com/best-camera-for-instagram/ but cannot decide between them. If you know which one is better please let me know.

For Mac, Pixelmator Pro is a good cheap image editor (~ $40 on the Mac App Store); might be worth a look..
